Working Meeting of the Ukrainian Oil&Gas Association: Focus on Competition Development and Illegal Business Liquidation.
On March 28, the working meeting of the Ukrainian Oil&Gas Association took place. There were several issues on the agenda.
In particular, the criteria and conditions for admission of new members to the Association were approved. A company’s irreproachable business reputation remains the main criterion in the consideration of candidates. In addition, the motivation of the candidate company will be taken into account, in particular, the readiness for active and constructive cooperation to achieve the objectives of the Association. Within the framework of this issue, work is under way to prepare the Code of Ethics for the Ukrainian Oil&Gas Association, a document that will define the standards and norms of doing business that the companies wishing to join the Oil and Gas Association of Ukraine must adhere to.
The general meeting of the members supported the actions of the Kiev city state administration to restore order in the oil products market in the capital and eliminate illegal fuel stations and natural gas filling stations that threaten the life and health of citizens, sell fuel with incomplete payment of taxes and fees to the budget, thereby contributing to distortion of competition and the prosperity of corruption. We will continue to support such initiatives from authorities of all levels, and develop our own proposals on improving legislation and mechanisms for its application in the area of countering shadow schemes in the market.
Members of the Association considered proposals of AMCU to modernize the existing “Analysis of the market of petroleum products” software and hardware system, an electronic system for providing information to regulatory authorities. As part of the work of Competitiveness Development Committee of the Ukrainian Oil&Gas Association, it is planned to discuss the list of information proposed by the AMCU bilaterally, to initiate the accession of a wider range of market participants to the electronic system, and to draft a new or amended text of the Agreement between the Association, its members and the Antimonopoly Committee of Ukraine on provision of information through the said hardware-software system. These steps will facilitate transparent, objective and equal attitude towards all market players on the part of AMCU, as well as creating of enabling environment for the development of fair competition in the oil and gas sector.
