Ukrainian Oil&Gas Association advocates fuel supervision
On April 4, representatives of the Ukrainian Oil&Gas Association visited the round table “Towards Business: Simplification of Market Entry”. The event was initiated by the Ministry of Economic Development and Trade, the State Regulatory Service and organized by the BRDO independent analytical centre.
This event gave an official start to the campaign of public dialogue between the government and the business, which is aimed at improving government regulation and the business climate in the country. According to experts, nearly 400 permits regulating access to markets in Ukraine do not have a defined legal status and in addition to impeding the interaction between business and government, create numerous opportunities for corruption abuses.
As an industry association, the Ukrainian Oil&Gas Associatione has always advocated the simplification of the mechanisms for doing business. Therefore, we support a constructive exchange of views in the public sphere and involving the business community in the process of discussing regulatory reform in the country. From our point of view, effective state regulation is a powerful incentive for business development, job creation and, as a result, the economic growth in the country.
However, with regard to the oil products market, a significant part of which is currently in shadow, and this part is, unfortunately, shows stable growth, we adhere to a different position. The imperfection of certain legislative norms, in particular, tax legislation, and mechanisms for regulating retail sales of petroleum products is one of the main reasons for the existence of illegal business. Therefore, while supporting simplification of procedures, we are in favour of strengthening state control in the oil and gas sector. From our point of view, this will help to develop uniform rules of the game for all market operators, and will also help to increase revenues to the state budget.
