About the Meeting of the Working Group on the Strategic Development of the Retail Fuel Market in Kiev

On August 18, a meeting of the working group was held presided by the First Deputy Head of the Kiev City Administration Hennadii Plis.
The working group was devoted to drafting proposals on the definition of criteria, the development of rules and regulations for the location of gas stations and all high-risk facilities and the settlement of their location in the territory of Kiev.
Due to the fact that a Memorandum on cooperation on provision of information, consulting, legal support was concluded between the Kiev City State Administration and the Ukrainian Oil and Gas Association, the Association President, Dmytro Kulik, was invited to the meeting.
The Kyiv administration once again confirmed that any filling stations/gas stations are the objects of increased danger and are classified as the category of responsibility of SS3 (5th category of complexity). Accordingly, they are subject to the procedure of allotment of land, design, construction, commissioning and proper operation in accordance with the current laws.
Therefore, the main issue of discussion was the need to consolidate data on all gas stations in Kyiv in order to determine the load and uniformity of their distribution in the city districts. In parallel, the authorities intend to improve the procedure for allocating land for the placement of new points of sale for fuel. Separately, the issue of strengthening control over the implementation of safety rules at the existing filling stations was discussed, and in the near future a large-scale monitoring of all stations will be carried out.
We support the position of the Kiev Administration on the strategic development of the fuel infrastructure of the capital. We agree that refueling complexes should be multi-fuel to provide Kiev with oil products and alternative fuels regardless of how the technology will change. At the same time, gas stations should be centers of convenient service, which provide not only tire fitting, washing, wheel swapping services, but also let you have a tasty snack, buy some food, get dry cleaning of clothes, and so on, as emphasized by the Oil & Gas Association President Dmytro Kulik.
It’s worth saying that members of the Oil and Gas Association are large companies, many of them operate not only in the Ukrainian market, but in the EU countries. Based on the European experience and together with the Kiev Administration, we will contribute to creating the most comfortable conditions for the development of a modern, progressive model of the retail fuel market in Kiev.
