State Regulatory Service Decided to Eliminate Violations in the Order of the Ministry of Infrastructure No. 156

Following the results of the meeting, which took place on August 28, and after a detailed analysis of the Order of the Ministry of Infrastructure No. 156, the State Regulatory Service of Ukraine decided to take measures to eliminate violations of the current legislation by the Ministry of Infrastructure regarding the second paragraph of the subclause 1.11.3 of clause 1.11 “Requirements for Transporting Dangerous Goods and Waste by Rail.”

In addition, the departments concerned were recommended to work out the issues of strengthening the responsibility for carrying out work on loading and unloading dangerous goods by business entities in order to prevent non-compliance with established norms and rules that may pose risks to human life and health, as well as the environment.

As it is already known, the Ministry of Infrastructure agreed to grant a deferment for obligatory receipt of licenses by dangerous goods carriers by November. However, having recognized the need to bring the regulations in line with the European standards, the representatives of the Ukrainian Oil & Gas Association insisted on the improvement of the mechanism itself, which introduces new licensing rules, as the legal conflicts in the amendments do not affect the safety and transparency of transportation, but only contribute to the development of corruption and create problems for businesses in the execution of these norms.
