State Tax Service Enhances Communication with Business Associations
On March 12, 2025, the Ukrainian Oil & Gas Association (UOGA) participated in a meeting between the Head of the State Tax Service (STS) of Ukraine, Mr. Ruslan Kravchenko, and representatives of business associations. This initiative, launched by the STS head, aims to improve dialogue between businesses and tax authorities. The meetings will be held on a regular basis – once a month – to ensure open and constructive communication.
During the meeting, participants discussed pressing issues regarding market operations, the necessity of effective interaction between businesses and the STS, and ways to improve tax policies. STS Head Mr. Ruslan Kravchenko emphasized the importance of changing tax administration approaches:
“Since the beginning of the year, due to changes in STS approaches, nearly 10,000 business entities have been removed from the list of risky taxpayers. We have received positive feedback on the initiative to modify the mechanism for suspending the registration of tax invoices. Together with businesses, we are interested in reducing the number of blocks and simplifying the registration procedure. Our proposals are already being reviewed in cooperation with the Ministry of Finance.”
The meeting also addressed the implementation of SAF-T UA and digital tax audit tools. Currently, the “E-audit” information system is undergoing testing, and all taxpayers now have the opportunity to test the submission of SAF-T files via the Electronic Cabinet.
Other key topics discussed included exceeding budget revenue targets, combating the illegal trade of excisable goods, the introduction of E-excise, and strengthening international cooperation in tax data exchange.
“Business association representatives emphasize that such meetings yield positive results. The STS has become more open and efficient, which is a shared achievement,” said Mr. Kravchenko.
The Ukrainian Oil & Gas Association welcomes this initiative and supports the establishment of a constructive dialogue between businesses and the State Tax Service to create a transparent and predictable tax environment.
